Based on all the ANR research I have done, the ANR benefit reduces significantly at 250 hz and ceases at 500 HZ, right where speech begins as does the most damaging noise. Then, when you add the necessary audio (15-18 dB according to the World Health Organization) for ATC communications, the sound level at the ear canal can still exceed OSHA limitations. High quality passive noise protection is still necessary in jet aircraft, especially the Boeing 737 and 727 because of the windshield design (designed in 1958 for the 707) that produces higher cockpit ambient noise levels by about 8-10 dB than other modern jet transports.
